Hays woman's child care registration suspended

HAYS -- The registration of a Hays child care provider was suspended after state inspectors found that the woman was restraining toddlers in car seats as they napped.

The Kansas Department of Health and Environment issued the emergency order of suspension Monday against Jannette Leigh Walter Day Care Home, operated by Jannette Leigh Walter, 1311 Golden Belt Drive.

According to the order, an inspector went to the Walter home Sept. 25 after receiving a complaint. Three children, all about 3 years old, were found napping. All three children were buckled into car seats "to restrain them from getting up and walking during nap time," according to the order. At that time, Walter agreed to no longer place children in car seats to nap.

The next day, an inspector returned to the house. Three children again were found in car seats, and one child was lying on the bed.

"One child was startled awake as the child care facility surveyors checked on him," according to the order. "The child did not struggle or make an effort to gain attention in order to leave the car seat. Another child was already awake, also making no effort to leave the car seat. The third child was still asleep and the child care facility surveyors observed a sweat ring on the padding where the child's head rested. The thermostat registered at 80 degrees."

Walter has a right to request a hearing on the suspension.

It was a day too late for our family. We lost a 6-month-old boy to a careless daycare provider, he was incorrectly diagnosed by the coroner, she was allowed to keep her license, and another 6-month-old infant died. He was placed in his car seat, covered with a blanket, and left unsupervised. Amazing. The family is trying to change things, though. Great Web site. www.justice-for-brandon.org

Had the parents been notified the first day the inspectors investigated the complaint I wonder how many of the children would have been there the next day. Someday it will be a day too late for a child, maybe yours.
