Salina police round up 16 in drug bust
By ERIN MATHEWS
Salina Journal
Ten Salina homes were searched and 16 people were arrested Monday as the result of a seven-month investigation, dubbed Operation Full Throttle, involving a methamphetamine distribution organization.
During the searches, officers seized about 9.5 ounces of meth, more than five pounds of marijuana, $12,500 in cash and eight firearms -- including an illegal sawed-off shotgun and another gun that had been reported stolen, Salina Police Chief Jim Hill announced at a press conference Tuesday.
Hill said the meth distribution ring was responsible for importing and distributing about two pounds of meth a week from drug sources probably originating in Mexico.
"We've had a lot of big cases, but this is one of the larger in terms of the number of arrests and execution of search warrants," Hill said.
Additional arrests are expected.
People arrested Monday and identified at the press conference as being primarily responsible for the drug distribution were: Brianna Lynn Jacobson, 26, 215 E. Borgmeyer, No. 10, Assaria; Jason Eugene Vermillion, 33, 2774 Berschel, No. 206; Shawn Dean Vermillion, 29, 415 E. Claflin; Kacie Renae Stimatze, 31, 215 E. Borgmeyer, No. 10, Assaria; Justin Jeremy Barke, 32, 215 E. Borgmeyer, No. 10, Assaria; and Jonathan Michael Gordon, 29, 618 N. 13th.
Also arrested for crimes that included drug and weapons charges were: Kamber M. Hulsey, 21; Patrick M. Young, 30; Patricia F. Linton, 30; Jeffrey B. Powell, 35; Christina A. Thayer, 28; Jaime R. Preciado-Rivera, 23; Brad S. Holmes, 30; Alexandria M. Bussart, 21; Scott A. Phoutavong, 29; and Rashode Forsey, 14.
Hill said federal indictments are being pursued against the primary offenders in the hopes that they will ultimately receive longer prison sentences.
The investigation, which was initiated by the I-135/I-70 Drug Task Force, was assisted by the police department, Saline County Sheriff's Office, Kansas Bureau of Investigation, U.S. Drug Enforcement Administration and the Saline County Attorney's Office.
On Monday, about 95 law enforcement officers participated in serving search warrants and making arrests. Hill said all suspects were taken into custody without incident, except for one person arrested at 1019 N. 11th, who attempted to escape by breaking through a window. Officers were there waiting for him, Hill said.
Lt. Jim Norton, commander of the drug task force, said neighborhood complaints about houses with excessive traffic led to the investigation.
"The citizens of Salina have always volunteered information and never looked the other way, unlike in other communities," Hill said. "We even had citizens who volunteered their homes for surveillance. That's a big imposition, but they asked us to come in because they were tired of what's going on in their neighborhoods."
Neighbors saw activity
Salinan Doug Austin, who lives across the street from one of the houses involved at 618 N. 13th, said he watched Monday as police officers brought a drug-sniffing canine to the house and several officers who arrived in a white van escorted away a young man in handcuffs.
He said he was glad to see something done about the house, where people were coming and going around the clock and little effort was made to hide what was going on. He said he had considered calling police about drug activity he'd seen at the location out of concern for two young children who lived there.
"I've seen them make drug deals right on the front porch," he said. "Sometimes people would come out of the house with big rolls of money in their hands."
Austin said the neighborhood had been a nice one until new tenants arrived two or three months ago.
"They moved in and kind of rocked the world," he said. "You hear about things like this and think it's not going to happen in my neighborhood, but it does. You just never know."
Lorene Burch, who also lives nearby, said she had noticed a lot of activity at the house, but she wanted to think positively about her new neighbors.
"I'm glad to know they're off the block," she said. "We've got kids that live up and down the block here."
Drugs, violence linked
Hill said drug trafficking is closely associated with increased incidents of violent crimes in Salina. He said the majority of the last 10 homicides in the city were drug-related.
Deputy Police Chief Carson Mansfield said many incidents of shootings into houses, aggravated batteries and homicides that have occurred in Salina in recent years are related to drugs.
"I believe this makes Salina safer," Norton said. "It's taken guns off the street and the bad guys that carry them."
Hill commended Norton for his work in heading up the complex investigation involving thousands of hours of work.
Hill said the ring was presently the biggest source of meth that law enforcement is aware of in Salina, but he said profits from the sale of illegal drugs are so great that he has no doubt someone else will step up to fill the demand.
Hill said that since the state of Kansas passed a law limiting access to cold medications used in the production of meth, the number of illegal drug labs found locally has dramatically decreased. In 2001, police dismantled 120 meth labs in Salina, compared with three labs located so far this year, he said.
However, the supply of drugs from other places has continued to fill the demand, he said.
"Unfortunately, our community has had an insatiable appetite for meth," he said. "For a while in Salina, Kan., drugs are going to be a little bit harder to obtain and probably more expensive."

I would like to know what planet you are from??
Propoganda? Right away I can think of 6 murders that have taken place within the last year or so, that WERE DIRECTLY related to drugs! Quit trying to make the SPD and Sheriff's department out to be the bad guys. It is obvious that you are blind to the fact that these murders were drug related and that you have an agenda to make the law enforcement personnel look like they are in the wrong.

I would like to see the research done on what links there are between drugs and violence in salina. Is it tre, or is it propaganda for the Salina police and sheriffs to do what they want?

Seeing Clearly and in need of new friends says....
Thanks for sticking up for me Holly. And now that my eyes are open and my home, body, and mind are a little less foggy I'm grateful for what happened. I have NOT been paying close enough attention to the world around me because I was consumed with my life with my children. People can think what they want. I'm clean, have been and my children are and have always been my focus. But, if trying to keep a life while being a single mother is going to circumvent my ability to retain custody and properly care for my children because it paints me as a drug user then goodbye life and friends. I believe what I said to you whole heartedly. I focused on my family but not my home. I'm better off without friends and a life if it means I'm a better more aware parent for my kids. They are my future and everyone elses. They are what is important. Thanks again for the defense H. Colton. And to the rest of you, I won't say that your opinions don't matter. But, I will say that they don't matter much. You are entitle to think as you will but believe me, I beat myself up about this whole mess wondering how I didn't realize what was going on. In the 3-4 weeks Jon was here I should have seen it. I realize that. I made mistakes, I'm human and not perfect by any means. But I try to be the best person I can be and the best parent possible. You are all welcome to stop by my home and see for yourself. Bet my neighbor will call in your plate numbers and what not to the police though so if you are on any drugs, stay the heck away from me and my family. In closing, I try to see the good in everyone, and there is a great deal of it in Jon.

I am a former meth user clean for almost 10 years now. It destroys you, I don't care how "strong willed" you are, it destroys your body and your mind, and sometimes complete families. I'm sure that some of these people busted are good people, and I don't look down on those that decide to do meth, but those who sell it are aware of what it does to people and how some people rely on it and take advantage of those people, is that what you consider a "good" person or your "friend"? Sorry I'll take my clean life, my good paying job, and not have to worry about getting my next fix or who's outside lurking in the shadows as well as keeping a full head of teeth and healthy lungs and heart.

Maybe if they spent more time at school and less doing drugs and burning brain cells then they could get jobs. To the people of Salina...I want you all to know that the woman with the 2 children is an awesome mother. She didn't know what was going on because as a single mother she would go to bed and wake up and get her children off to school. The paper has made her sound like a tweeker. I'm here to tell you she is one of my best friends. She has a huge heart and does alot for her friends. She has many friends who work different shifts and do come to visit when they get off work but that doesn't mean they are doing drugs!! Don't condemn her for being a single Mom and having a life also. I think her neighbors need to stop and say hello to her and get to know her before they judge her. I know she's not the only single Mom in Salina...So are all the other single Moms here in town going to be judged too? Step back people and take a huge look around you! Our town needs more people who are truly good and see the positive side of the people around them. Our community is to busy judging others and pointing fingers and won't look at the disfunction in their own lives and homes. Crystal told me something very important.."The only way to fix our community is to start at home. Teach your children morals and values."

TJ Pearson says....
I hope someone keeps track of comments because they are uneducated and downright ignorant.
Who cares if the meth comes from mexico? Everyone arrested is from salina and was raised there. Raised by you people. Your schools, your parents, your little town.
Shoot em all thinks they shoud be treated like pedophiles.pedopholes rape children, and meth dealers give people what they ask for, big difference.
The scourge of meth is our won fault. We do it, we want it, and when we are done, we want more. Supply and demand is the basic law of consumerism.
So what are you really doing to make your city better? Are you out teachoing children the dangers of drugs? Cleaning vandalism? Anything?
No, more than likely, you are groaning about how bad things are, complaining about others lesser qualities, and still living in your poor little bubble and laming it on the rest of the world.
You want things to change, do something about it.
12/3/2009
Veronica says....
C'mon people you really think that putting them behind bars helps? Look at their records Many have done the time and still do the crime. Meth is the white plague it kills not just the people who use it but it kills the souls of the ones that have to put up with the users. Rehab doesnt work, prison doesnt work, death doesnt work. So in my own opinion put all the tweekers together and let them dope it out till they overdose.
12/3/2009

It's funny whenever something big happens across the u.s. everybody's first assumption is "I think it's linked to Mexico" Don't get too far ahead of yourselves S.P.D Meth is a very accessible as well as easy chemical to make. Have you ever looked at it like maybe it was bein made in Salina?? It'd be different if they got busted with cocaine then the whole mexico theory could make a lil more sense seein how you need coca plants as part as the main ingredient and where do coca plants come from? Well, i'll leave that question for you to answer! And yeah, you're right. Somebody else is goin to step up and be the next big supplier, you people in salina needa think just cause one dealer got busted doesn't mean the streets have a better chance at bein safe! For every dealer busted there's always someone else to take their place! Whoever posted the comment bout not bein able to solve a murder in 7months but can work a dope case, good point! That's the main reason why a lot of stuff in salina goes "unsolved" but drug cases really show's the community where the focus is at! you say these are bad bad people? haha I know everyone of em and I think the most violence I've ever seen was yelling at the drive through lady at McDonalds!

Love the comments about how the people in jail should be getting rehabilitation and that they will magically change. "Using statements like you know what real organized crime is in salina?...the SPD, the DTF, and the legal system that locks people of all backgrounds in a paradigm of non rehabilitation" shows that your lack of ability to accept the fact that some people are wolves and should be disposed of. Disposed in this case is locked up forever and ever to bad in prison they don't get the same treatment as some others that get murdered just for there acts primarily those that hurt kids as meth dealers hurt families and kid just as much if not more than others. You really should rethink who your calling the bad people in this case.

This is way more than 16 people dealing meth. 2 pounds a week, lets see after thats cut were looking at 3 pounds to say the least. It takes 7 months to bust these drug dealers. And these people are truely small time dealers. Give me a break!! The big boys are still out there and you guys are cherry pickin WHO goes down. This is all a bunch of crap. It just makes me sad for these family . God is the whole town high. Thats a lot of METH! What can we as residents say Jim you and your boys call the shots. And if you guys are patting yourself on the back how in heck did 120 meth labs ever show up in our town years ago. Because you are cherry pickin. Instead of gallons we get cups. Somethings just is not adding up. And don't give this line of crap OH lets use these small time dealers to find the real DOG. Bull crap!!! I'd like for someone to clarify just how many out of the last 10 homicides have been meth related. I'd almost bet it wasn't all 10 of them. I am sure that drugs are a contributing factor to crime. However I'm not convinced that these 10 homicides are all meth related. I would most likely say less than half were actually meth related. You see the reason our society is out of control isn't just the access to meth, but it's the access to ALL drugs. And in saying this I'd almost bet that out of 10 homicides, 8 of them were alchol related. Economy is the worst it's been in years, people are broke, and as history has proven time and time again, crime rate rises when people have to provide for themselves and/or a family. Honestly you're gonna do what you have to survive. Be it legal or not.

After doing further research on KASPER and seeing how these degenerative people can bounce in and out of jail. That further supports my idea of of problems of having people be executed for drug related offences as the current system doesn't work, as evident by this story and looking at past criminal records. Of course no one can do that as its against the law and its evident that the justice system will ever change. So will watch and see the community fall into chaos, as eventually they will be in society again once again living a non productive lifestyle sucking the lifeforce out of the community.

There is not enough punishment for crime in america any more. If there would be a risk of death for any felony. Crime would decrease even though violent crime would increase in theory. That would also require that a change in the justice system to make once convictions are made at a local level to have less appeals to higher levels, as who are more likely to be affected the citizens in Saline county, or the whole state of Kansas. The answer is killing of the wolves in society those that choose to live by illegal means permanently removing them from the picture. I leave you with this "Then there are the wolves," the old war veteran said, "and the wolves feed on the sheep without mercy." Do you believe there are wolves out there who will feed on the flock without mercy? You better believe it. There are evil men in this world and they are capable of evil deeds. The moment you forget that or pretend it is not so, you become a sheep. There is no safety in denial. "Then there are sheepdogs," he went on, "and I'm a sheepdog. I live to protect the flock and confront the wolf."

Comments related to "ending the war on drugs," and "who cares if people do drugs?" are just not appropriate when it comes to Methamphetamine. Methamphetamine is a killer and it turns people into animals. You can say what you want about legalizing Marijuana or whatever, but for crying out loud can we not draw the line at Meth? Is there really anyone out there that thinks this stuff is good for you? It leaves only destruction in it's wake both for those who use it and for those who suffer in the presence of those who use it.

If you want to be a deadbeat drug user, go to some deserted island and tweek yourself silly..we all dont care...but know that if your doing that crap in our community...enjoy your time in the federal pen or state prison. Please..all citizens who think there is illegal activity in your neigborhood...call authorities...all it takes is a call to put 10-15 people behind bars...it is well worth it. I would love to have the satisfaction of putting this many deadbeats in prison.

"Hill said drug trafficking is closely associated with increased incidents of violent crimes in Salina. He said the majority of the last 10 homicides in the city were drug-related"

One answer: End the war on drugs.
